Description

Use to decorate corners, doorways or ceilings.

Instructions

Create pairs of balloons by tying two balloons together at the necks. Twist the pairs around each other at the necks. Place the ends of three different colors of curling ribbon together. Measure 1 1/2 yards. Cut and tie strands in the middle. Curl ribbon with scissors. Slide strands down through the balloon cluster so that they hang out from the middle of cluster.
